Law on Multimodal Transport to Lower Bureaucracy Burden on Business

The Law on multimodal transport passed by Verkhovna Rada of Ukraine will facilitate logistics all over Ukraine and make it cheaper, as well as help redirect some cargo transportations to the river, sea, and rail transport, Minister of Infrastructure Oleksandr Kubrakov declared, as reported by Press Office of MIU (Ministry of Infrastructure of Ukraine).

“Ukraine’s integration into the global transport network, in particular as a transit hub, is impossible without the development of multimodal transportation. For a long time the country used to neglect the urgency of this issue, thereby losing a significant part of the transit traffic to our neighbours. The parliament changed the situation in our favour. We are introducing the basic concepts and mechanisms of multimodal transportation functioning into the legal field”, Kubrakov said.

According to him, as a result this will reduce bureaucratic pressure on business and considerably expand the capabilities of Ukrainian transport corridors.

According to MIU, the share of container traffic, which is the basis of multimodal logistics, today is less than 3% in the total volume of cargo traffic in Ukraine. It is planned to increase that share to 15-20% by 2024 and eventually reach the EU level, which today is about 40-45%.

On November 17, Verkhovna Rada of Ukraine has adopted in the second reading and in general the government bill No. 4258 ‘On Multimodal Transportation’. The bill is part of the implementation of Council Directive 92/106 / EEC of 07 December 1992 establishing general rules for certain types of combined transport of goods.
